EBSI, diploma, competences and open badges

Perrine de Coëtlogon

Open Education and Digital Identity Officer

Perrine holds a Master of Law (University Paris Saclay, France) and an L.LM. in German private law (University of Postdam, Germany). She was a lawyer at the Paris Bar from 2002 to 2009 and a general secretary of a public interest group financing open educational resources in health and sports sciences from 2009 to 2015. She became a digital expert in Open Education, Europe and International, at the Ministry for Higher Education, Research and Innovation from 2015 to 2018. She has been working on blockchain technologies since 2017, becoming the French National Contact Point of EBSI in 2020, suppletive representative of the French authorities in the European Blockchain Partnership and the project leader of Dem Attest.

Blockchain technologies have rapidly questioned the digital transformation of diplomas, their certification and archiving, but also the alternatives to diplomas, with the decentralisation of Open Badges and portfolios. With the EBSI (European Blockchain Service Infrastructure), European higher education and employment directorate work to deliver digital “credits” under the same standards. The Registrar Department of the University of Lille has taken the Digital Credentials Consortium white paper seriously and reinvented the diploma object in the 21st century. While providing a guideline for the issuance ofOpen Badges promoting student temporary workers, it has issued nearly 60,000digital certificates of success for the 700 types of accredited diplomas andcertificates
